Any person found violation the UVRS or Number Coding Scheme shall be meted a fine of Three Hundred Pesos (Php300.00). For this purpose, the violator’s driver’s license shall be confiscated and issued a ticket, which ticket shall be used to claim the license after the payment of the fine.

PENAL PROVISIONS
- Issuance of Traffic Citation Ticket Any person found violating the UVRS or number coding scheme shall be issued a traffic citation ticket and his or her Driver’s License shall be confiscated.
- Payment of fine Any person issued a traffic citation ticket shall pay a fine of Three Hundred Pesos (P300.00) to the duly authorized representative of the Provincial Treasurer’s Office at the RSD, or at such office or place as may be hereinafter provided, and shall be issued a corresponding Official Receipt.
- Claiming of Driver’s License Driver’s licenses that are confiscated shall immediately be brought to the RSD, or such other office as may be identified, and may be claimed between 2:00 p.m. to 5:00 p.m. from Mondays to Fridays, after the payment of the fine, as evidenced by an Official Receipt.
- Right to Contest Any person apprehended and issued a ticket for violation of the UVRS or number coding scheme may contest the same before a committee of three members, consisting of the Chairman of the Transportation Committee of the Sangguniang Panlalawigan, the Provincial Legal Officer, and such other member to be designated by the Provincial Governor, prior to the payment of the fine. Such person should provide proof to support his or her claim, including unedited videos or photos with digital information showing date and time thereof.
- Abuse of Authority or Exemption Granted Any person found to be abusing the authority or exemptions granted under this Ordinance shall be meted out a penalty of five thousand pesos (P5,000.00) and/or imprisonment of one (1) year, at the discretion of the court, without prejudice to the filing of the appropriate administrative action against the erring public officer.
- Abuse of Authority or Exemption Defined For purposes of this Ordinance, the following shall constitute as abuse of authority or of exemption:
- Abuse of authority by apprehending officers:
- Apprehension without valid cause;
- Failure to submit the apprehension report to the RSD within twenty-four (24) hours from apprehension; and
- Any other act as may be considered abuse of authority by the proper authority.
- Abuse of exemption by owners of vehicles exempted from the UVRS:
- Fraudulently claiming coverage under any of the exemptions provided in the Ordinance;
- Allowing the use of exemption stickers by persons other than that specifically granted such exemption;
- Unauthorized copying, distribution, reproduction in any manner, offering for sale or resale and transferring in whole or in part the exemption sticker issued pursuant to this IRR; and
- Any other act as may be considered abuse of exemption by the proper authority.
